Does the Bible Teach Sanitation Practices?

While evangelizing on a public sidewalk, Ray Comfort had an atheist walk up to preach his religion:
@0:05 - "Anybody who reads the Bible... will become an atheist. I guarantee... [what if the Bible had said] okay humankind, wash your hands... Think about how many hundreds of millions of people would have survived because they wouldn't have any dysentery anymore. God's Word is not here."

The atheist is content to stand infront of a live audience and say the Bible is wrong, but he does so only to his own embarrassment because the Bible talks many times of washing your hands, clothes, and bodies after dealing with disease, dead bodies, etc. Here are some examples:

And whomsoever he toucheth that hath the issue, and hath not rinsed his hands in water, he shall wash his clothes, and bathe himself in water, and be unclean until the even.
-Leviticus 15:11

And whosoever beareth ought of the carcase of them shall wash his clothes, and be unclean until the even.
-Leviticus 11:25

And he that is to be cleansed shall wash his clothes, and shave off all his hair, and wash himself in water, that he may be clean: and after that he shall come into the camp, and shall tarry abroad out of his tent seven days.
-Leviticus 14:8

And whosoever toucheth his [diseased] bed shall wash his clothes, and bathe himself in water, and be unclean until the even.
-Leviticus 15:5

And when he that hath an issue is cleansed of his issue; then he shall number to himself seven days for his cleansing, and wash his clothes, and bathe his flesh in running water, and shall be clean.
-Leviticus 15:13

But it shall be, when evening cometh on, he shall wash himself with water: and when the sun is down, he shall come into the camp again.
-Deuteronomy 23:11

Jesus Christ pointed out the hypocracy of the Jewish elders for not following the traditions written in the law about washing their hands before they eat:

Why do thy disciples transgress the tradition of the elders? for they wash not their hands when they eat bread.
-Matthew 15:2

The atheist in the video had to lie about this issue, because if he spoke the truth, it would reveal that God knew what was best all along, and people refused to listen to God, so they ended up getting sick and dying. Most atheists I have met are content to knowingly lie in order to get other people to be atheists, but their knowledge that washing our hands is a "right" action, demonstrates that they know of the God of the Bible, but they openly deny Him anyway.

For when the Gentiles, which have not the law, do by nature the things contained in the law, these, having not the law, are a law unto themselves: Which shew the work of the law written in their hearts, their conscience also bearing witness, and their thoughts the mean while accusing or else excusing one another;
-Romans 2:14-15

The Bible tells us that there is no such thing as an atheist, because they know of God, they know of the Law of God written on their hearts, but they hate Him, and seek to gain more followers of atheism by destroying the faith of others in attempt to gain a "majority opinion," which they think will magically make their wicked actions justified.

Because that, when they knew God, they glorified [him] not as God, neither were thankful; but became vain in their imaginations, and their foolish heart was darkened. Professing themselves to be wise, they became fools... Who changed the truth of God into a lie, and worshipped and served the creature more than the Creator, who is blessed for ever. Amen.
-Romans 1:21-25
